Preheat the oven to 375 degrees F.
Heat a large saucepan over medium-high heat. Add the ground beef and stir occasionally until brown and crumbly, about 5 minutes.
Add the Italian seasoning, salt, and jarred minced garlic. Mix to combine.
Stir in the marinara sauce and water until well combined.
Reduce heat to low. Add tortellini and cook until warmed through about 10 minutes.
Add cream cheese to the tortellini mixture and stir gently to blend.
Pour the pasta mixture into an 8x8 baking dish sprayed with non-stick spray.
Sprinkle the mozzarella cheese over the top.
Bake in the preheated oven for about 15 minutes until the cheese melts and turns golden brown. Serve immediately.
