Place the white American cheese and the whole milk in a medium saucepan over medium-low heat and stir until the cheese is creamy and melted.
Remove from the heat and stir in the undrained Rotel tomatoes and green chilies, the cumin, onion powder, and the drained corn if using.
Serve warm.
Notes
You can also make this in a crockpot. Place everything in a small slow cooker and heat on low for 2 - 4 hours. Stir occasionally until it becomes a smooth cheese dip.
Try adding some cayenne pepper, or diced jalapeno peppers to kick up the heat a notch.
